The Social Care Minister says time is running out for people claiming benefits who don't deserve them.
Radical reforms to the current system are starting to be drafted.
A public consultation has been under way since early summer as the department looks to clamp down on benefit cheats.
Chris Robertshaw says means testing would play a major role in the new system, which will be unveiled in next month's sitting of Tynwald.
