Social Care Minister Chris Robertshaw has told ENERGY FM of the complete waste in putting people through education just to pay them benefits.
The Douglas East MHK was speaking following the announcement that a public consultation is to be launched reviewing a range of social benefits.
Mr Robertshaw said the very culture of the benefit system had be be reassessed to boost individual potential:
