A review of the water rates system would cost Government over a million pounds.
Treasury Minister Eddie Teare says the current system for issuing water charges isn't fair or equitable, but that to make changes would mean taking funds from other areas.
The current system was put in place in 1971.
However, Mr Teare says his priority at the moment remains in rebalancing the budget.
