Government needs to cut back at managerial level says Michael candidate

An election candidate for Michael believes cutbacks within government may need to be made at managerial levels.
David Talbot is an accountant and has lived on the Island since 1975.
His main manifesto points are sorting out our finances and also ecological issues, like sustainable energy sources.
Mr Talbot says during the time when the Island was making more money from the VAT agreement, we built up a huge central government and this is causing a big problem.[play media file below]
