Tougher restrictions on discarding unwanted catch on the way?

Why doesn't government legislate against fishermen who throw unwanted live catch into the Island's bays?

That's the question currently under consideration by the Department of Environment, Food and Agriculture. 
 
It follows a trip on enforcement vessel, The Barrule, yesterday - when a queenie fishing boat was believed to be ditching smaller fish in Peel bay. 
 
Protecting the scallop fishery is vital to the industry, and they're unlikely to survive without being returned to deeper sea levels. 
 
Minister Richard Ronan says the law could be altered to fit:
