The Infrastructure Minister says he's looking forward to work beginning at the former Lord Street bus station site.
A planning application has been submitted by Kane Limited to build a hotel, cinema, multi-storey car park and retail units on the site.
Ray Harmer has welcomed the application, describing it as an important milestone which will give North Quay a clear focal point.
The Minister believes the project, if given the go-ahead, will be a strong asset for Douglas town centre and he's looking forward to work getting underway next year.
The Government insists the plans are in line with the Programme for Government to consider social and economic benefits when disposing of Government property.
The sale of the site, which is currently being used as a car park, was agreed by the Government last December.
