The Manx Government believes it will hit 77% of its targets before the next General Election.
Policy and Reform Minister Chris Thomas will provide an update on the Programme for Government at this month's sitting of Tynwald.
The report claims 14 of the Government's 92 actions to be completed by 2021 have already been met, with just over three quarters on target to be completed in time.
However, almost 40% of the actions in the Healthy and Safe Island category are in danger of being missed, while just one of 24 aims has so far been completed.
The most progress has been made in Enterprise and Opportunity, with six of 21 actions already complete.
Revised policy statements and actions in the Programme for Government will be laid before Tynwald in January.
