Onchan District Commissioners say they have greater priorities than repairing the water wheel at Groudle Glen.
Restoring the wheel was discussed in this month's sitting of Tynwald, but repairing the facility is the responsibility of the local authority.
The board claims the water wheel needs around £200,000 worth of restorative works, which would cost each ratepayer an additional £4.20 every year for a decade.
As a result, the Commissioners say they cannot include it in their budget, as it doesn't represent good value for money.
The Commissioners had hoped to work with another organisation to fund the work, but say few direct approaches offering assistance have been received.
