The Treasury Minister admits the Government needs to ensure empty sites are developed as quickly as possible.
Alfred Cannan faced questions about the vacant land at the site of the former Albert Road School in Ramsey in this week's sitting of the House of Keys.
Mr Cannan conceded that there had been delays on this site, but that a planning application is being considered and development could take place in the near future.
However, the Minister believes the Government needs to be clear about how sites are to be developed in the future to ensure the process is as short as possible.
A developer is planning to build town houses, commercial premises and a coffee shop on the site.
The land is currently being used as a car park following the demolishing of the school in 2011.
