The Policy and Reform Minister says just over half of Government workers earning more than £50,000 are frontline workers.
Chris Thomas admitted there is no fixed definition of a frontline worker, but included doctors, nurses, teachers and policing staff in his figures.
The Minister confirmed 55% of those with a salary of £50,000 or higher are frontline workers, which is 364 employees.
126 of those earning over £50,000 are medical professionals, while the figures also include 72 teachers, 66 civil servants and 47 members of the nursing profession.
