The decision to impose tougher legislation on towed caravan owners wasn't really necessary as it wasn't all that "significant".
That's the message from the Infrastructure Minister who says the department was in the process of putting together primary legislation anyway.
Last year MLC Geoff Corkish suggested that a Select Committee should judge whether or not the vehicles posed a problem on the Island.
Recommendations from that committee were handed to the DOI for implementation - however Phil Gawne admits it could be work for nothing:
