Employers are being told to give "serious consideration" to paying people the living wage.
Some people working on the Island are paid at a level which means they're also entitled to income support.
In effect it means they're paid twice - by their employer and by government.
South Douglas MHK Kate Beecroft wants to know what's being done to protect the vulnerable saying things aren't good enough.
Treasury Minister Eddie Teare says it would save government money if employers paid out more but admits it's a difficult position:
