Tynwald is debating a motion this afternoon which asks that the Council of Ministers develops a way for pre-school education to be provided on the Island.
House of Keys Speaker Steve Rodan is calling for CoMin to come up with a plan so that it can be rolled out on a universal and equitable basis.
Mr Rodan wants the public to be involved in a consultation.
Current government-funded facilities will close this summer because of cutbacks.
Political members for the Department of Education and Children Zac Hall and John Houghton are absent from the debate without leave from the Tynwald President.
They both wrote notes apologising for their absences.
