Negotiations over how the Isle of Man will be charged university tuition fees in the future are continuing.
From next year, UK universities are increasing their fees.
The Department of Education and Children says it hopes to reach an agreement with higher education institutes in the UK later this year.
Courses are currently subsidised by the UK Government for students there, and the Isle of Man's current arrangement sees similar fees levied on the DEC for Manx students, but this will change from 2012.
The Student Award Regulations for 2012 to 2013 are expected to go before Tynwald early next year.
