The Positive Action Group is calling for the ban on broadcast advertising by political parties and candidates to be lifted.
The political lobbying group believes the move would open up next year's General Election.
The group has made the suggestion in its response to the Independent Review Panel, which is currently examining election funding.
The organisation is also calling for a code for party funding, a limit on how much a candidate can spend on their campaign and a ban on anonymous groups supporting a candidate
The review panel is expected to present their findings next month.
