Plans to build a gift shop and tea rooms at Fairy Bridge have been refused planning permission.
Sonya Bowness, who owns the land at Fairy Bridge, wanted to develop the site for tourists, which would also include off-road parking.
Her agruement was that the Fairy Bridge is a tourist attraction and that many visitors come to the site, despite a lack of facilities
However the planning authority said the land was not zoned for development, and that an exception wouldn't be made in this case.
It also argued that the visual and environmental impact would be too great.
An appeal against the decision was also refused.
